DOCUMENT SUMMARY: The Commission requests comments on a channel substitution proposed by Gray Television Licensee, Inc. (``Gray''), the licensee of WIFRDT, DTV channel 41, Freeport, Illinois. The station's post transition DTV channel is its analog channel, channel 23. Gray requests the substitution of DTV channel 41 for channel 23 at Freeport.
