  <title><![CDATA[  Willow Creek Wind Project ]]></title>

  <description><![CDATA[ The Bonneville Power Administration (BPA) has decided to offer 
contract terms for the electrical interconnection into the Federal 
Columbia River Transmission System (FCRTS) of up to 72 megawatts of 
power to be generated by the proposed Willow Creek Wind Project (Wind 
Project). Willow Creek Energy, LLC proposes to construct and operate  the proposed Wind Project in Gilliam and Morrow<br/> [[Page 36501]]<br/>
counties, Oregon, and has requested interconnection to the FCRTS at a 
point along BPA's existing Tower RoadAlkali 115kilovolt transmission 
line in Gilliam County, Oregon. BPA will construct a tap to allow the 
Wind Project to interconnect to BPA's transmission line, and will 
install new equipment at BPA's existing Boardman Substation in Morrow 
County, Oregon to accommodate this additional power in the FCRTS. This 
decision to interconnect the Wind Project is consistent with and tiered 
to BPA's Business Plan Final Environmental Impact Statement (DOE/EIS
0183, June 1995), and Business Plan ROD (August 1995).<script type="text/javascript">

  <title><![CDATA[  Columbia Basin Fish Accords ]]></title>

  <description><![CDATA[ This notice announces the availability of the ROD for the 2008 
Columbia Basin Fish Accords (Accords) consistent with and tiered to the 
Fish and Wildlife Implementation Plan Environmental Impact Statement 
(DOE/EIS0312, April 2003) and ROD (October 31, 2003). BPA has decided 
to enter into these agreements to help mitigate the impacts of the 
Federal Columbia River Power System on fish species, particularly 
salmon and steelhead listed under the Endangered Species Act with 
projects that are expected to produce significant and measurable 
biological effects. Projects will be implemented throughout the states 
of Idaho, Montana, Oregon, and Washington. The Accords are 10year 
agreements with four tribes, two states, and two other federal 
agencies. The Accords will provide greater certainty and stability to 
BPA's mitigation funding commitments and help BPA manage its financial 
risks. The Accords will also resolve some of the outstanding issues 
regarding BPA's compliance with its fish and wildlife mitigati<script type="text/javascript">

its Priority Firm Power (PF) rates beginning with the FY 20122013 rate 
period. The primary feature of this Tiered Rate Methodology (TRM) 
proposal is one rate tier (Tier 1) based on generation output and costs 
attributed to BPA's current Federal base system resources and a second 
rate tier (Tier 2) based on the generation and costs associated with  newly acquired resources.</p><p>    The TRM is part of BPA's effort to achieve the overall policy 
objectives of the LongTerm Regional Dialogue Policy (Policy). Under 
this Policy, BPA will offer 20year Regional Dialogue Contracts to its 
Federal agency and public utility customers for power priced at a 
tiered PF rate. The TRM is intended to provide customers with a 
predictable and durable means by which to calculate BPA's PF tiered  rate for the term of these contracts.</p><p>    Determinations of specific rate levels applicable to these 
contracts will not be established in this proceeding. Rather the

  <title><![CDATA[  2007 Supplemental Wholesale Power Rate Adjustment Proceeding,  Public Hearings, and Opportunities for Public Review]]></title>

  <description><![CDATA[ The Pacific Northwest Electric Power Planning and Conservation 
Act (Northwest Power Act) provides that BPA must establish and 
periodically review and revise its rates so they are adequate to 
recover, in accordance with sound business principles, the costs 
associated with the acquisition, conservation and transmission of 
electric power, and to recover the Federal investment in the Federal 
Columbia River Power System (FCRPS) and other costs incurred by BPA. 
BPA is reopening its WP07 wholesale power rate proceeding, which 
established power rates for Fiscal Years (FY) 20072009, in order to 
respond to recent decisions from the United States Court of Appeals for 
the Ninth Circuit (Ninth Circuit or Court) and to revise rates for FY  2009.</p><p>    This 2007 Supplemental Wholesale Power Rate Adjustment Proceeding 
(WP07 Supplemental Proceeding) responds to the Court's remand of BPA's 
WP02 power rates for FY 20022006. This proceeding also responds to a

  <title><![CDATA[  Proposed Methodology for Determining the Average System Cost of  Resources for Electric Utilities Participating in the]]></title>

  <description><![CDATA[ Bonneville Power Administration (BPA) proposes a revised 
methodology for determining the average system cost (ASC) of resources 
for regional electric utilities that participate in the Residential 
Exchange Program (REP) authorized by section 5(c) of the Pacific 
Northwest Electric Power Planning and Conservation Act (Northwest Power 
Act). The ASC methodology is used in the determination of monetary 
benefits paid by BPA to utilities participating in the REP. The 
Northwest Power Act authorizes the BPA Administrator to determine 
utilities' ASCs based on a methodology developed by BPA in consultation 
with the Northwest Power and Conservation Council, BPA customers and 
state regulatory agencies in the Pacific Northwest. The existing 
methodology was adopted by BPA and approved by the Federal Energy 
Regulatory Commission (FERC or Commission) in 1984 (1984 ASC 
Methodology). On August 1, 2007, the Administrator initiated a series 
of public meetings in which informal comment was taken on 17 specific

  <title><![CDATA[  Proposed Wind Integration--Within-Hour Balancing Service Rate for  Public Hearing, and Opportunity for Public Review]]></title>

  <description><![CDATA[ The purpose of the hearing is to adopt a rate for Wind 
IntegrationWithinHour Balancing Service. As increasing amounts of 
wind generation have integrated into BPA's Balancing Authority, the 
variability and uncertainty of wind generation have led to increased 
costs through the need for additional reserve capacity, the shift of 
energy generation from heavy load hours to light load hours, and 
reduced system efficiency. The Wind IntegrationWithinHour Balancing 
Service rate will ensure that these costs are borne by the parties 
causing the costs.
