of a meeting of the 2010 Census Advisory Committee. Committee members 
will address policy, research, and technical issues related to 2010

planning efforts for the 2010 Census and the American Community Survey 
(ACS). Lastminute changes to the agenda are possible, which could 
prevent giving advance notification of schedule changes.

  <title><![CDATA[  Census Advisory Committees ]]></title>

  <description><![CDATA[ The Bureau of the Census (U.S. Census Bureau) is giving notice 
of a joint meeting, followed by separate and concurrently held meetings 
of the Census Advisory Committees (CACs) on the African American 
Population, the American Indian and Alaska Native Populations, the 
Asian Population, the Hispanic Population, and the Native Hawaiian and 
Other Pacific Islander Populations. The Committees will address issues 
related to the 2010 Decennial Census Program. The five Census Advisory 
Committees on Race and Ethnicity will meet in plenary and concurrent 
sessions on April 30May 2. Lastminute changes to the schedule are 
possible, which could prevent advance notification.

  <title><![CDATA[  American Indian Areas (AIAs) for the 2010 Census--Proposed  Criteria and Guidelines]]></title>

  <description><![CDATA[ The Bureau of the Census (Census Bureau) defines American 
Indian areas (AIAs) as the geographic entities within the United States 
that are specifically defined for the collection, tabulation, and 
presentation of decennial census data for federally and/or state
recognized American Indian tribes. The AIAs will be used to collect, 
tabulate, and present data for the 2010 Census, period estimates from 
the American Community Survey (ACS) after 2010, and potentially other 
Census Bureau statistical data. More specifically, for the 2010 Census, 
AIAs consist of the following types of geographic entities:     <li> American Indian reservations (AIRs).<br/>     <li> Offreservation trust lands (ORTLs).<br/>     <li> Oklahoma tribal statistical areas (OTSAs).<br/>     <li> Tribal designated statistical areas (TDSAs).<br/>
    <li> State designated tribal statistical areas (SDTSAs).     <li> Tribal census tracts (tribal tracts).<br/>     <li> Tribal block groups.<br/>

  <title><![CDATA[  Alaska Native Areas (ANAs) for the 2010 Census--Proposed Criteria  and Guidelines]]></title>

on proposed criteria and guidelines for Alaska Native Areas (ANAs) for 
the 2010 Census. Criteria are those rules and conditions that must be  met when defining a geographic entity; guidelines<br/> [[Page 14204]]<br/>
are procedures and measures suggested by the Census Bureau to enhance 
the utility of statistical geographic areas for presentation and 
analysis of statistical data. ANAs are geographic entities within the 
State of Alaska defined for the collection, tabulation, and 
presentation of decennial census data and will be used for the 2010 
Census. ANAs also will be used to tabulate and present period estimates 
from the American Community Survey (ACS) after 2010 and potentially 
other Census Bureau surveys. ANAs consist of two types of unique

  <title><![CDATA[  Final Procedures for Participation in the 2010 Decennial Census  Local Update of Census Addresses Program]]></title>

  <description><![CDATA[ This notice documents the final procedures for the 2010 
Decennial Census Local Update of Census Addresses (LUCA) program, as 
well as the comments received on the proposed procedures published in 
the June 22, 2007, Federal Register notice (72 FR 34434). The Bureau of 
the Census (Census Bureau) is using the LUCA program to help develop 
the housing unit and group quarters (e.g., college dormitory, nursing 
home, correctional facility, etc.) address information that it will 
need to conduct the 2010 Decennial Census LUCA program. The LUCA 
program is offered to tribal, state, and local units of generalpurpose 
governments, such as cities and townships, and the District of Columbia 
and Puerto Rico (or their designated representatives), in areas where 
the Census Bureau performs a precensus address canvassing operation.

  <title><![CDATA[  Census Designated Place (CDP) Program for the 2010 Census--Final  Criteria]]></title>

  <description><![CDATA[ This Notice announces the Bureau of the Census' (Census 
Bureau's) final criteria for defining census designated places (CDPs) 
for the 2010 Census. CDPs\1\ are statistical geographic entities 
representing closely settled, unincorporated communities that are 
locally recognized and identified by name. They are the statistical 
equivalents of incorporated places, with the primary differences being 
the lack of both a legallydefined boundary and an active, functioning 
governmental structure, chartered by the state and administered by 
elected officials. CDPs defined for the 2010 Census also will be used 
to tabulate American Community Survey, Puerto Rico Community Survey, 
Economic Census data after 2010, and potentially data from other Census  Bureau censuses and surveys.<br/>

Bureau's) final criteria for defining census county divisions (CCDs) 
and equivalent entities for the 2010 Census. Based on responses to the 
request for comments on proposed criteria published in the Federal 
Register of April 6, 2007 (72 FR 17324), the Census Bureau will retain 
CCDs as a statistical geographic entity for use in tabulating and 
presenting data from the decennial census, the American Community 
Survey (ACS), and, as appropriate, other censuses and surveys.
</p><p>    CCDs and equivalent entities are statistical geographic entities 
established cooperatively by the Census Bureau and officials of state 
and local governments in 22 states \1\ where minor civil divisions 
(MCDs) either do not exist or have been unsatisfactory for reporting
