</p><p>    Title: Voluntary Surveys of Program Partners to Implements  Executive Order 12862<br/> </p><p>    OMB No.: 09800266</p><p>    Description: Under the provisions of the Federal Paperwork 
Reduction Act of 1995 (Pub. L. 10413), the Administration for Children 
and Families (ACF) is requesting clearance for instruments to implement 
Executive Order 12862 within ACF. The purpose of the data collection is 
to obtain customer satisfaction information from those entities who are 
funded to be our partners in the delivery of services to the American 
public. ACF partners are those entities that receive funding to deliver 
services or assistance from ACF programs. Examples of partners are 
state and local governments, territories, service providers, Indian 
Tribes and Tribal organizations, grantees, researchers, or other 
intermediaries serving target populations identified by and funded 
directly or indirectly by ACF. The surveys will obtain information 
about how well ACF is meeting the needs of our partners in operating

tribal organizations and territories applying for LIHEAP block grant 
funds must submit an annual application (Model Plan) that meets the 
LIHEAP statutory and regulatory requirements prior to receiving Federal 
funds. A detailed application must be submitted every 3 years. 
Abbreviated applications may be submitted in alternate years. There  have been no changes in the Model Plan.</p><p>    Respondents: State Governments, Tribal Governments, Insular Areas,

U.S. Department of Health and Human Services (HHS), is proposing a data 
collection activity as part of the Evaluation of Pregnancy Prevention 
Approaches study. This study will assess the effectiveness of a range 
of programs designed to prevent or reduce sexual risk behavior and 
pregnancy among older adolescents. Knowing what types of programs are 
effective will enhance programmatic decisions by policymakers and  practitioners.</p><p>    The proposed activity involves the collection of information from 
observations of program activities and interviews with a range of 
experts about various aspects of existing prevention programs and 
topics the experts view as important to address through evaluation.

</p><p>    Description: Description: Following the passage of the 2002 
Homeland Security Act (Pub. L. 1072 96), the Administration for 
Children and Families (ACF), Office of Refugee Resettlement (ORR), is 
charged with the care and placement of unaccompanied alien children in 
Federal custody, and implementing a policy for the release of these 
children, when appropriate, upon the request of suitable sponsors while 
awaiting immigration proceedings. In order for ORR to make  determinations<br/> [[Page 35694]]<br/>
regarding the release of these children, the potential sponsors must 
meet certain conditions pursuant to section 462 of the Homeland 
Security Act and the Flores v. Reno Settlement Agreement No. CV85 4544
RJK (C.D. Cal. 1997). The proposed information collection requests 
information to be utilized by ORR for determining the suitability of a 
sponsor/respondent for the release of a minor from ORR custody. The

followup information from children and families in the Head Start 
Impact Study (OMB No. 09700229). In anticipation of the possibility of 
conducting an 8th grade followup for this study, this effort will 
collect information necessary to identify respondents' current 
location, as well as other basic information about the parents' 
whereabouts and future contacts, should the followup study be  continued.</p><p>    The Head Start Impact Study is a longitudinal study involving 
approximately 5,000 first time enrolled three and fouryear old 
preschool children across 84 nationally representative grantee/delegate 
agencies (in communities where there were more eligible children and

descriptive study of Early Head Start Programs (Early Head Start Family 
and Child Experiences Survey, or Baby FACES). Baby FACES is a 
longitudinal study of a nationally representative sample of programs 
and children in two cohorts (perinatal and age 1) that will collect 
information about programs, services, families, and children. Data for 
Baby FACES will be annually collected through interviews with parents, 
teachers, home visitors, and program directors/managers, as well as 
direct child assessments, videotaped parent child interactions, and 
observations of the home environment when children are two and three

enactment of the CommunityBased Grants for the Prevention of Child

Act (Pub. L. 107296), the Administration for Children and Families 
(ACF), Office of Refugee Resettlement (ORR), is charged with the care 
and placement of unaccompanied alien children in Federal custody, and 
implementing a policy for the release of these children, when 
appropriate, upon the request of suitable sponsors while awaiting 
immigration proceedings. In order for ORR to make determinations 
regarding the release of these children, the potential sponsors must 
meet certain conditions pursuant to section 462 of the Homeland 
Security Act and the Flores v. Reno Settlement Agreement No. CV85 4544 RJK (C.D. Cal. 1997).</p><p>    The proposed information collection requests information to be 
utilized by ORR for determining the suitability of a sponsor/respondent

placement, care, and adoption. The respondents are child welfare 
agencies in the 50 States, the District of Columbia, and Puerto Rico.

management, and responses to Congressional and Departmental inquiries. 
Specifically, the data are used for short/longterm budget projections,

revegetation, debris removal, erosion control and restoration, 
emergency planning and preparedness. Contained herein is a description  of the projects to be funded:<br/>

This project will assist in the restoration of 4,250 acres of tribal

followup information from children and families in the Head Start 
Impact Study. In anticipation of conducting an 8th grade followup for 
the study, ACF will collect information necessary to identify 
respondents' current location and followup with respondents in the  future.</p><p>    The Head Start Impact Study is a longitudinal study involving 
approximately 5,000 first time enrolled three and fouryearold 
preschool children across 84 nationally representative grantee/delegate 
agencies. Participants have been randomly assigned to either a Head 
Start group or a control group. Data collection for the study began in

535 is a onepage form that is sent to 50 State grantees and to the 
District of Columbia. It is also sent to Tribal Government grantees 
that receive over $1 million annually for the Low Income Home Energy 
Assistance Program (LIHEAP). Grantees are asked to complete and submit 
the form in the 4th quarter of each year. The data collected on the 
form are grantees estimates of obligations they expect to make each 
quarter for the upcoming fiscal year for the LIHEAP program. This is 
the only method used to request anticipated distributions of the 
grantees' LIHEAP funds. The information is used to develop 
apportionment requests to OMB and to make grant awards based on 
grantees' anticipated needs. Information collected on this form is not

refugees. IDAs are a tool that enable lowincome families to save, 
build assets, and enter the financial mainstream. Since the inception

refugee participants to assess how they are doing since they acquired 
their asset (i.e., home, small business, car, postsecondary education/
vocational training/recertification, computer, or home renovation).

Administration on Developmental Disabilities (ADD) with an overview of 
program trends and achievements and will enable ADD to respond to

and increases oversight over higherrisk IT projects and procurements 
by making technical changes, conforming changes and substantive 
revisions in the documentation required to be submitted by States, 
counties, and territories for approval of their Information Technology 
plans and acquisition documents.

delivery approaches for working with individuals in couple 
relationships. The proposed collection will consist of two elements: 
(1) Focus groups with lowincome couples; and (2) a telephone survey 
and observation of lowincome couples. These data collection efforts 
will examine sources of conflict and assess decisionmaking processes 
among lowincome couplesespecially in relation to issues directly

The Tribal Plan provides assurances that the CCDF funds will be 
administered in conformance with legislative requirements, federal 
regulations at 45 CFR parts 98 and 99 and other applicable instructions 
or guidelines issued by the Administration for Children and Families

to recruit Early Head Start (EHS) programs for participation in the 
Descriptive Study of Early Head Start (DSEHS) and to conduct a pilot  test of potential measures.</p><p>    DSEHS is a longitudinal study of a representative sample of 
programs and children in three age cohorts, which will collect 
information about programs, families, and services. When completed, 
data will be collected on a sample of approximately 2,100 children and 
families from 60 EHS programs. Data will be collected in four waves: 
Fall 2008, Fall 2009, Fall 2010, and Fall 2011. Children and families 
will be followed until children are three years old and exit EHS  programs.</p>

</p><p>    Title: Data Collection Plan for the Customer Satisfaction  Evaluation of Child Welfare Information Gateway.<br/> </p><p>    OMB No.: 09700303.</p><p>    Description: The National Clearinghouse on Child Abuse and Neglect 
Information (NCCAN) and the National Adoption Information Clearinghouse 
(NAIC) received OMB approval to collect data for a customer 
satisfaction evaluation under OMB control number 09700303. On June 20, 
2006, NCCAN and NAIC were consolidated into Child Welfare Information 
Gateway (CWIG). In response to this consolidation, the proposed 
information collection activities include revisions to the Customer 
Satisfaction Evaluation approved under OMB control number 09700303.
</p><p>    CWIG is a service of the Children's Bureau, a component within the 
Administration for Children and Families, and CWIG is dedicated to the 
mission of connecting professionals and concerned citizens to 
information on programs, research, legislation, and statistics 
regarding the safety, permanency, and wellbeing of children and
