  <title><![CDATA[  Notice of a Change in Status of an Extended Benefit (EB) Period  for Alaska]]></title>

  <description><![CDATA[ This notice announces a change in the benefit period  eligibility under the EB Program for Alaska.</p><p>    The following change has occurred since the publication of the last  notice regarding the State's EB status:<br/>
    <li> May 18, 2008, Alaska triggered ``on'' EB. Alaska's 3month 
total unemployment rate rose above the 6.5 percent threshold and 
equaled 110 percent of the corresponding rate in the prior year. This 
causes the state to be triggered ``on'' to an EB period beginning June  1, 2008.</p>
<h3>Information for Claimants</h3>
<p>    The duration of benefits payable in the EB Program, and the terms 
and conditions on which they are payable, are governed by the Federal
State Extended Unemployment Compensation Act of 1970, as amended, and 
the operating instructions issued to the States by the U.S. Department 
of Labor. In the case of a State beginning an EB period, the State 
Workforce Agency will furnish a written notice of potential entitlement 
to each individual who has exhausted all rights to regular benefits an<script type="text/javascript">

  <title><![CDATA[  Publication of Unemployment Insurance Program Letters (UIPLs):  UIPL 09-08--Immediate Deposit and Withdrawal]]></title>

  <description><![CDATA[ The Employment and Training Administration interprets Federal 
law requirements pertaining to unemployment compensation (UC). These 
interpretations are issued in Unemployment Insurance Program Letters 
(UIPLs) to the State Workforce Agencies. The UIPLs described below are 
published in the Federal Register in order to inform the public.
UIPL 0908Immediate Deposit and Withdrawal StandardsIntercept of  Refunds of Erroneous Employer Contributions</p><p>    Recently, the question has arisen whether refunds of erroneously 
paid employer contributions may be intercepted to pay liabilities the 
employer owes the state rather than directly refunding the employer. 
Many state laws currently permit intercept of state income tax refunds 
or lottery winnings to pay other liabilities owed the state. This UIPL 
is issued to inform states of the Department's interpretation of  Federal law requirements.</p><p>    States are permitted to intercept the refund rather than directly  refund it to the taxpayer.<br/>
