  <description><![CDATA[ This rule establishes, amends, suspends, or revokes Standard 
Instrument Approach Procedures (SIAPs) and associated Takeoff Minimums 
and Obstacle Departure Procedures for operations at certain airports. 
These regulatory actions are needed because of the adoption of new or 
revised criteria, or because of changes occurring in the National 
Airspace System, such as the commissioning of new navigational 
facilities, adding new obstacles, or changing air traffic requirements. 
These changes are designed to provide safe and efficient use of the 
navigable airspace and to promote safe flight operations under 
instrument flight rules at the affected airports.

  <title><![CDATA[  Policy Regarding Airport Rates and Charges ]]></title>

  <description><![CDATA[ This action amends the Department of Transportation 
(``Department'') ``Policy Regarding the Establishment of Airport Rates 
and Charges'' published in the Federal Register on June 21, 1996 
(``1996 Rates and Charges Policy''). This action adopts three 
amendments to the 1996 Rates and Charges Policy (two modifications and 
one clarification). These amendments are intended to provide greater 
flexibility to operators of congested airports to use landing fees to 
provide incentives to air carriers to use the airport at less congested 
times or to use alternate airports to meet regional air service needs. 
Any charges imposed on international operations must also comply with 
the international obligations of the United States.

  <title><![CDATA[  Burlington International Airport, South Burlington VT; FAA  Approval of Noise Compatibility Program]]></title>

  <description><![CDATA[ The Federal Aviation Administration (FAA) announces its 
findings on the noise compatibility program submitted by the City of 
Burlington VT under the provisions of Title I of the Aviation Safety  and Noise Abatement Act of 1979 (Pub. L. 96193)<br/> [[Page 40446]]<br/>
and 14 CFR Part 150. These findings are made in recognition of the 
description of federal and nonfederal responsibilities in Senate 
Report No. 9652 (1980). On June 23, 2008, the Airports Division 
Manager approved the Burlington International Airport noise 
compatibility program. All of the proposed program elements were 
approved.

  <title><![CDATA[  Proposed Modification of the Cleveland, OH Class B Airspace Area;  Public Meeting]]></title>

  <description><![CDATA[ This notice announces two fact-finding informal airspace 
meetings to solicit information from airspace users and others 
concerning a proposal to revise the Class B airspace area at Cleveland, 
OH. The purpose of these meetings is to provide interested parties an 
opportunity to present views, recommendations, and comments on the 
proposal. All comments received during these meetings will be  considered prior<br/> [[Page 40447]]<br/>
to any revision or issuance of a notice of proposed rulemaking.
</p><p>    Times and Dates: The informal airspace meetings will be held on 
Tuesday, September 16, 2008, from 2 p.m.7 p.m., and Wednesday, 
September 17, 2008, from 9 a.m.12 p.m. Comments must be received on or 
before September 25, 2008.
