Telecommunications Relay Services and Speech-to-Speech Services  for Individuals With Hearing and Speech Disabilities;]]></title>

  <description><![CDATA[ In this document, the Commission adopts a system for assigning 
users of Internetbased Telecommunications Relay Services (TRS), 
specifically Video Relay Service (VRS) and Internet Protocol (IP) 
Relay, tendigit telephone numbers linked to the North American 
Numbering Plan (NANP). This numbering system will further the TRS 
functional equivalency mandate by ensuring that Internetbased TRS 
users can be reached by voice telephone users in the same way that 
voice telephone users are called. The measures the Commission adopts 
also are intended to ensure that emergency calls placed by Internet
based TRS users will be routed directly and automatically to the 
appropriate emergency services authorities by Internetbased TRS 
providers.

  <description><![CDATA[ The Federal Communications Commission, as part of its 
continuing effort to reduce paperwork burdens, invites the general 
public and other Federal agencies to take this opportunity to comment 
on the following information collection(s), as required by the 
Paperwork Reduction Act of 1995 (PRA), Public Law No. 10413. An agency 
may not conduct or sponsor a collection of information unless it 
displays a currently valid control number. Subject to the PRA, no 
person shall be subject to any penalty for failing to comply with a  collection of information that does not display a<br/> [[Page 41352]]<br/>
valid control number. Comments are requested concerning (a) Whether the 
proposed collection of information is necessary for the proper 
performance of the functions of the Commission, including whether the 
information shall have practical utility; (b) the accuracy of the

and clarity of the information collected; and (d) ways to minimize the
