The Department of Commerce (``the Department'') is conducting the administrative review of the antidumping duty order on pure magnesium from the People's Republic of China (``PRC'') covering the period May 1, 2006, through April 30, 2007. We have preliminarily determined that sales have been made below normal value. If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on entries of subject merchandise during the period of review (``POR''), for which the importerspecific assessment rates are above de minimis.

Interested parties are invited to comment on these preliminary results. We intend to issue the final results no later than 120 days from the date of publication of this notice.

Antidumping Methodologies for Proceedings that Involve Significant Cost Changes Throughout the Period of

On May 9, 2008, the Department (``the Department'') published notices in the Federal Register requesting comments regarding methodologies for proceedings that involve significant cost changes throughout the POI/POR that may require using shorter cost averaging periods (73 FR 26364), and proposed methodologies for identifying and analyzing targeted dumping in antidumping investigations (73 FR 26371). The Department is extending the comment periods, making the new deadlines for the submission of public comments June 23, 2008.
