12374) describing the application by the Jacksonville Port Authority, 
grantee of FTZ 64, requesting authority to include Temporary Site 1A on 
a permanent basis and to expand the zone to include an additional site  in Jacksonville is corrected as follows:</p><p>    In paragraph 3, the correct acreage for proposed Site 7 should read  47 acres.</p><p>    The applicant is also requesting authority to delete 47 acres from

issued to WMMA on February 3, 1989, and announced in the Federal

  <description><![CDATA[ The Department of Commerce (``the Department'') is conducting 
the twentieth administrative review of the antidumping duty order on 
tapered roller bearings and parts thereof, finished and unfinished 
(``TRBs''), from the People's Republic of China (``PRC''), covering the 
period June 1, 2006, through May 31, 2007. We have preliminarily 
determined that sales have been made below normal value. If these 
preliminary results are adopted in our final results of this review, we 
will instruct U.S. Customs and Border Protection (``CBP'') to assess 
antidumping duties on entries of subject merchandise during the period 
of review (``POR'') for which the importerspecific assessment rates  are above de minimis.</p><p>    Interested parties are invited to comment on these preliminary 
results. We intend to issue the final results no later than 120 days 
from the date of publication of this notice.

  <description><![CDATA[ NMFS announces that the directed fishery for Loligo squid in 
the Exclusive Economic Zone (EEZ) will be closed effective 0001 hours, 
July 17, 2008. Vessels issued a Federal permit to harvest Loligo squid 
may not retain or land more than 2,500 lb (1,134 kg) of Loligo squid 
per trip for the remainder of the trimester (through August 31, 2008). 
This action is necessary to prevent the fishery from exceeding its 
Trimester II quota and to allow for effective management of this stock.

  <description><![CDATA[ NMFS issues this proposed rule to implement the applicable 
provisions of Amendment 14 to the Fishery Management Plan for the 
SnapperGrouper Fishery of the South Atlantic Region (FMP), as prepared 
and submitted by the South Atlantic Fishery Management Council 
(Council). Amendment 14 proposes, and this rule would implement, 
establishment of eight marine protected areas (MPAs) in which fishing 
for or possession of South Atlantic snappergrouper would be 
prohibited. The prohibition on possession would not apply to a person 
aboard a vessel that was in transit with fishing gear appropriately 
stowed. Amendment 14 also proposes to prohibit the use of shark bottom 
longlines within the MPAs, however, NMFS is proposing to implement the 
prohibition of shark bottom longlines through separate rulemaking. The 
intended effects of this proposed rule are to protect a portion of the 
population and habitat of longlived, slow growing, deepwater snapper
grouper from fishing pressure to achieve a more natural sex ratio<script type="text/javascript">

and service providers. The mission will introduce these suppliers to 
endusers and prospective partners whose needs and capabilities are 
targeted to each U.S. participant's strengths. Participating in an 
official U.S. industry delegation will enhance the companies' ability 
to secure meetings in China. The mission will include appointments and 
briefings in Beijing, Shanghai, Suzhou, and Guangzhou, some of China's 
major aerospace industry hubs, as well as participation in Airshow

hold public hearings regarding Amendment 7 to the Shrimp Fishery 
Management Plan (FMP) for the South Atlantic Region and Amendment 16 to 
the Snapper Grouper FMP for the South Atlantic Region. Amendment 7 to 
the Shrimp FMP addresses requirements for South Atlantic rock shrimp 
endorsements, Vessel Monitoring System (VMS) verification for the rock 
shrimp fishery, and economic reporting for the shrimp fishery.
</p><p>    Amendment 16 to the Snapper Grouper FMP ends overfishing of gag and 
vermilion snapper and proposes interim allocations for commercial and 
recreational sectors. A series of public hearings for Amendment 16 were 
held from May 7  15, 2008. Since that time, additional management 
alternatives have been included in the amendment.

``Department'') published its preliminary determination of sales at 
less than fair value (``LTFV'') in the antidumping investigation of 
certain new pneumatic offtheroad tires (``OTR tires'') from the 
People's Republic of China (``PRC''). The period of investigation 
(``POI'') is October 1, 2006, to March 31, 2007. We invited interested 
parties to comment on our preliminary determination of sales at LTFV 
and the postpreliminary determinations. Based on our analysis of the 
comments we received, we have made changes to our calculations for the 
mandatory respondents. We determine that OTR tires from the PRC are 
being, or are likely to be, sold in the United States at LTFV as 
provided in section 735 of the Tariff Act of 1930, as amended (``the 
Act''). The estimated margins of sales at LTFV are shown in the ``Final 
Determination Margins'' section of this notice.

published the preliminary results of the administrative review of the 
antidumping duty order on certain frozen warmwater shrimp (shrimp) from 
India. This review covers 201 producers/exporters of the subject 
merchandise to the United States. The period of review (POR) is 
February 1, 2006, through January 31, 2007. We are rescinding the 
review with respect to four companies because these companies had no 
reportable shipments of subject merchandise during the POR.
</p><p>    Based on our analysis of the comments received, we have made 
certain changes in the margin calculations. Therefore, the final 
results differ from the preliminary results. The final weightedaverage 
dumping margins for the reviewed firms are listed below in the section 
entitled ``Final Results of Review.''

commercial retention limits, establishment of a shark research fishery,

annual season for commercial shark fishing instead of trimesters, 
changes in reporting requirements for dealers (including swordfish and

IPHC workshop on catch apportionment. The HMW is not a committee of the 
Pacific Fishery Management Council (Council), however, the Council has 
expressed interest in having a report from the HMW, and has offered to 
provide meeting space. The meeting is open to the public.

tables and chairs (``FMTCs'') from the People's Republic of China

have preliminarily determined that Feili Furniture Development Limited 
Quanzhou City, Feili Furniture Development Co., Ltd., Feili Group 
(Fujian) Co., Ltd., and Feili (Fujian) Co., Ltd. (collectively  ``Feili'') and Dongguan Shichang Metals Factory Co., Ltd. <br/>
(``Shichang''), did not make sales below normal value (``NV'') during 
the period of review (``POR''). If these preliminary results are 
adopted in our final results of this review, we will instruct U.S. 
Customs and Border Protection (``CBP'') to assess antidumping duties on 
all appropriate entries of subject merchandise during the POR.

known as the ``haddock rope trawl'' (formerly called the ``eliminator 
trawl'') in the Regular B DaysatSea (DAS) Program and the Eastern 
U.S./Canada Haddock Special Access Program (SAP). Vessels fishing in 
the Regular B DAS Program or the Eastern U.S./Canada Haddock SAP must 
use approved trawl gear in order to reduce the catch of Northeast (NE) 
multispecies (groundfish) stocks of concern. The NE Regional 
Administrator, NMFS, may approve additional gears for use in these 
programs if research demonstrates that the gear meets specific 
standards for the reduction of catch of stocks of concern. The intent 
of this action is to reduce catch of stocks of concern in the NE 
multispecies fishery and to provide for the conservation and management 
of stocks managed by the NE Multispecies Fishery Management Plan (FMP).

published the preliminary results of the administrative review of the 
antidumping duty order on certain frozen warmwater shrimp (shrimp) from 
Brazil. This review covers 15 producers/exporters of the subject 
merchandise to the United States. The period of review (POR) is 
February 1, 2006, through January 31, 2007. We are rescinding the 
review with respect to one company which made no shipments of the  subject merchandise during the POR.</p><p>    Based on our analysis of the comments received, we have made 
certain changes to the margin calculations. Therefore, the final 
results differ from the preliminary results. The final weightedaverage 
dumping margins for the reviewed firms are listed below in the section 
entitled ``Final Results of Review.''

  <title><![CDATA[  Fisheries Off West Coast States; Pacific Coast Groundfish  Fishery; Amendment 15]]></title>

  <description><![CDATA[  NMFS issues this proposed rule to implement Amendment 15 to 
the Pacific Coast Groundfish Fishery Management Plan (FMP). Amendment 
15 would modify the FMP to implement a limited entry program for the 
nontribal Pacific whiting fishery. Amendment 15 was approved by NMFS 
on June 18, 2008, and in accordance with the notification procedures of 
the MagnusonStevens Fishery Conservation and Management Act, the 
Pacific Fishery Management Council was notified of this approval. 
Amendment 15 is intended to serve as an interim measure to limit 
potential participation in the Pacific whiting fishery within the U.S. 
West Coast Exclusive Economic Zone until implementation of a trawl 
rationalization program under Amendment 20 to the Groundfish FMP.

authorized by the United States to fish for tuna and tunalike species 
in the eastern tropical Pacific Ocean (ETP). This proposed rule would 
update and clarify regulations promulgated by NMFS to implement the 
Marine Mammal Protection Act, the Tuna Conventions Act, the Dolphin 
Protection Consumer Information Act, and resolutions adopted by the 
InterAmerican Tropical Tuna Commission (IATTC) and by the Parties to 
the Agreement on the International Dolphin Conservation Program 
(AIDCP). This proposed rule would modify the procedures and 
requirements for the Vessel Register, the list of vessels authorized to 
fish for tuna and tunalike species in the ETP. Requirements for the 
submission of certifications by importers would also be revised. This 
proposed rule is intended to clarify the regulations, facilitate 
management of U.S. vessels, and update the regulations to be consistent

GB yellowtail flounder TAC for FY 2008. This action complies with the 
Fishery Management Plan for the Northeast Multispecies Fishery (FMP) 
and is intended to continue the rebuilding program for yellowtail 
flounder in the FMP by taking into account previous overages of the 
yellowtail flounder quota.

  <title><![CDATA[  Magnuson-Stevens Fishery Conservation and Management Act  Provisions; Fisheries of the Northeastern United States;]]></title>

  <description><![CDATA[ NMFS is proposing to implement a new management measure for 
the monkfish fishery recommended in Framework Adjustment 6 (Framework 
6) to the Monkfish Fishery Management Plan (FMP), which has been 
submitted jointly by the New England and MidAtlantic Fishery 
Management Councils (Councils). This action would eliminate the 
backstop provision adopted in Framework Adjustment 4 (Framework 4) to 
the FMP, which was implemented in October 2007. This provision would 
have adjusted, and possibly closed, the directed monkfish fishery in 
fishing year (FY) 2009 if the landings in FY 2007 exceeded the target 
total allowable catch (TTAC). Given the most recent information on the 
status of monkfish stocks, the backstop provision is no longer deemed 
necessary.

  <title><![CDATA[  Taking and Importing of Marine Mammals ]]></title>

  <description><![CDATA[ The Assistant Administrator for Fisheries, NMFS, (Assistant 
Administrator) has granted a request for an affirmative finding for the 
Republic of El Salvador under the Marine Mammal Protection Act (MMPA). 
This affirmative finding will allow yellowfin tuna harvested in the 
eastern tropical Pacific Ocean (ETP) in compliance with the 
International Dolphin Conservation Program (IDCP) by El Salvadorian
flag purse seine vessels or purse seine vessels operating under El 
Salvadorian jurisdiction to be imported into the United States. The 
affirmative finding was based on review of documentary evidence 
submitted by the Republic of El Salvador and obtained from the Inter
American Tropical Tuna Commission (IATTC) and the U.S. Department of 
State.

final rule to adopt, without change, an interim final rule that 
implemented tariff rate quotas (``TRQ'') for a limited quantity of 
certain cotton shirting fabrics pursuant to Section 406 of the Tax 
Relief and Health Care Act of 2006 (``the Act''), which President Bush 
signed into law on December 20, 2006 (Pub. L. 109432). Section 
406(b)(1) of the Act authorizes the Secretary of Commerce to issue 
licenses to eligible manufacturers under headings 9902.52.08 through 
9902.52.19 of the Harmonized Tariff Schedule of the United States, 
specifying the restrictions under each such license on the quantity of 
cotton woven fabrics that may be entered each year by or on behalf of 
the manufacturer.

  <description><![CDATA[ On March 3, 2008, the Department of Commerce (``Department'') 
initiated a sunset review of the antidumping duty order on non
malleable cast iron pipe fittings (``nonmalleable pipe fittings'') 
from the People's Republic of China (``PRC'') pursuant to section 
751(c) of the Tariff Act of 1930, as amended (``Act''). The Department 
conducted an expedited (120day) sunset review of this order. As a 
result of this sunset review, the Department finds that revocation of 
the antidumping duty order would be likely to lead to continuation or 
recurrence of dumping. The dumping margins are identified in the 
``Final Results of Review'' section of this notice.

  <title><![CDATA[  Notice of Preliminary Results of Antidumping Duty Administrative  Review: Carbon and Certain Alloy Steel Wire Rod From]]></title>

  <description><![CDATA[ The Department of Commerce (the Department) is conducting an 
administrative review of the antidumping duty order on carbon and 
certain alloy steel wire rod from Canada for the period October 1, 
2006, to September 30, 2007 (the POR). We preliminarily determine that 
sales of subject merchandise by Ivaco Rolling Mills 2004 L.P. and 
Sivaco Ontario (a division of Sivaco Wire Group 2004 L.P.) 
(collectively referred to as ``Ivaco'') have been made below normal 
value (NV). If these preliminary results are adopted in our final 
results, we will instruct U.S. Customs and Border Protection (CBP) to 
assess antidumping duties on appropriate entries. Interested parties 
are invited to comment on these preliminary results. We will issue the 
final results no later than 120 days from the publication of this 
notice.

Corporation and Occidental Chemical Corporation (collectively, 
``Petitioners''), and Aragonesas Industrias y Energ[iacute]a S.A. 
(``Aragonesas''), the Department of Commerce (``Department'') is 
conducting an administrative review of the antidumping duty order on  chlorinated isocyanurates (``chlorinated<br/> [[Page 39651]]<br/>
isos'') from Spain with respect to Aragonesas. The period of review  (``POR'') is June 1, 2006 through May 31, 2007.</p><p>    The Department preliminarily determines that Aragonesas made U.S. 
sales of chlorinated isos at prices less than normal value (``NV''). 
See Preliminary Results of Review section, below. If these preliminary 
results are adopted in our final results of administrative review, the 
Department will instruct U.S. Customs and Border Protection (``CBP'')

  <title><![CDATA[  Exporters' Textile Advisory Committee; Solicitation for Members]]></title>

</p><p>    The Secretary of Commerce initially established the Exporters' 
Textile Advisory Committee (``Committee'') on March 24, 1966. The  Committee's<br/> [[Page 39669]]<br/>
Charter was last extended for two years on October 30, 2006 and will 
expire on October 30, 2008. It is anticipated that the Committee will 
be renewed for another term, from October 31, 2008 through October 30, 
2010. Therefore, the Committee is seeking additional new members.
</p><p>    The Committee shall consist of approximately 35 members appointed 
by the Secretary of Commerce to ensure a balanced representation of 
textile and apparel products. Representatives of small, medium and 
large firms with broad geographical distribution in exporting shall be 
included on the Committee. Members shall represent the views of their 
companies, trade associations and other entities on matters that affect  their business interest in exporting.</p><p>    The Committee shall function solely as an advisory body in

  <title><![CDATA[  Fisheries off West Coast States; Pacific Coast Groundfish  Fishery; Suspension of the Primary Pacific Whiting Season]]></title>

  <description><![CDATA[ NMFS announces the suspension of the primary season forPacific 
whiting (whiting) fishery for the shorebased sector south of 42[deg] 
N. lat. at noon local time (l.t.) May 21, 2008. ``Per trip'' limits for 
whiting were reinstated until 0001 hours June 15, 2008, at which time 
the primary season for the shorebased sector opened coastwide. This 
action is authorized by regulations implementing the Pacific Coast 
Groundfish Fishery Management Plan (FMP), which governs the groundfish 
fishery off Washington, Oregon, and California. This action is intended 
to keep the harvest of whiting at the 2008 allocation levels.

investigation. The final dumping margin for this investigation is
