  <title><![CDATA[  Draft Comprehensive Conservation Plan for Twelve National  Wildlife Refuges, North Dakota]]></title>

  <description><![CDATA[ We, the U.S. Fish and Wildlife Service (Service) announce that 
our Draft Comprehensive Conservation Plan (CCP) and Environmental 
Assessment (EA) for the twelve National Wildlife Refuges (Refuges) are 
available. The twelve Refuges are combined and evaluated as one group 
and program under the CCP. The twelve Refuges include Audubon, Chase 
Lake, Kellys Slough, Lake Alice, Lake Ilo, Lake Nettie, Lake Zahl, 
McLean, Shell Lake, Stump Lake, Stewart Lake, and White Lake all 
located throughout the State of North Dakota. This Draft CCP/EA 
describes how the Service intends to manage these Refuges for the next 
15 years.

  <title><![CDATA[  Migratory Bird Hunting; Final Frameworks for Early-Season  Migratory Bird Hunting Regulations]]></title>

  <description><![CDATA[ This rule prescribes final early-season frameworks from which 
the States, Puerto Rico, and the Virgin Islands may select season 
dates, limits, and other options for the 200809 migratory bird hunting 
seasons. Early seasons are those that generally open prior to October 
1, and include seasons in Alaska, Hawaii, Puerto Rico, and the Virgin 
Islands. The effect of this final rule is to facilitate the selection 
of hunting seasons by the States and Territories to further the annual 
establishment of the earlyseason migratory bird hunting regulations.

  <title><![CDATA[  Marine Mammals; Incidental Take During Specified Activities]]></title>

  <description><![CDATA[ We, the Fish and Wildlife Service (Service), have received an 
application from the Alaska Department of Transportation and Public 
Facilities and the Aleutians East Borough for authorization to take 
small numbers of marine mammals by harassment incidental to the Akutan 
Airport, AlaskaAirport Construction and Hovercraft Operation in 
Akutan and Unalaska, Alaska. In accordance with provisions of the 
Marine Mammal Protection Act of 1972 (MMPA), as amended, we request 
comments on our proposed authorization for the applicant to 
incidentally take, by harassment, small numbers of northern sea otters 
(Enhydra lutris kenyoni) for a period of 1 year beginning in the first 
quarter of 2009. We anticipate no take by injury or death and include 
none in this proposed authorization, which would be for take by 
harassment only.

amendment to the Utah regulatory program (the ``Utah program'') under 
the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the

pertaining to small operator assistance and permit applications. Utah 
intended to revise its program to be consistent with SMCRA and to make 
editorial changes.

  <title><![CDATA[  National Earthquake Prediction Evaluation Council ]]></title>

  <description><![CDATA[ Pursuant to Public Law 96-472, the National Earthquake 
Prediction Evaluation Council (NEPEC) will hold a meeting. The meeting 
location is the Hilton Palm Springs Resort, 400 East Tahquitz Canyon 
Way, Palm Springs, California 922626605. The Committee is comprised of 
members from academia and the Federal Government. The Committee shall 
advise the Director of the U.S. Geological Survey (USGS) on proposed 
earthquake predictions, on the completeness and scientific validity of 
the available data related to earthquake predictions, and on related  matters as assigned by the Director.</p><p>    The Council will receive a briefing on the Colaboratory for Study 
of Earthquake Predictability (CSEP), a report on a workshop on Episodic 
Tremor and Slip held last winter, and short reports and updates on 
several other topics. The Council will also discuss the potential need 
to provide advisory reports on short notice if natural observations 
suggest an increased earthquake risk, and the form and content of such

  <title><![CDATA[  Recreation and Public Purposes Act; Solid Waste Disposal ]]></title>

  <description><![CDATA[ The Bureau of Land Management (BLM) amends a procedural 
regulation pertaining to the issuance of patents for public lands 
leased on or before November 9, 1988, for solid waste disposal or 
related purposes. The existing regulation requires the express approval 
of the Director of the Bureau of Land Management (BLM) before the 
lessee may receive a patent to such lands. In 1992, when the regulation 
was promulgated, most of the BLM's employees with the necessary 
expertise were centralized in the BLM's headquarters in Washington, DC, 
and express approval by the Director was deemed necessary. This is no 
longer the case, since employees with the necessary expertise are now 
located in State Offices of the BLM. Consistent with Department of the 
Interior policy to delegate responsibility to the lowest appropriate 
organizational levels, this rule removes the requirement for express 
approval by the Director. As this administrative final rule amends an

the Act). Mississippi proposes a revision to its regulations regarding 
valid existing rights as it pertains to designation of lands as 
unsuitable for surface coal mining operations. Mississippi intends to  revise its program to be consistent with SMCRA.</p><p>    This document gives the times and locations that the Mississippi

  <title><![CDATA[  Endangered and Threatened Wildlife and Plants; Designation of ]]></title>

  <description><![CDATA[ We, the U.S. Fish and Wildlife Service (Service), are 
designating revised critical habitat for the Bay checkerspot butterfly 
(Euphydryas editha bayensis) under the Endangered Species Act of 1973, 
as amended (Act). In total, approximately 18,293 acres (ac) (7,403 
hectares (ha)) fall within the boundaries of the revised critical 
habitat designation for the Bay checkerspot butterfly. The revision to 
critical habitat is located in San Mateo and Santa Clara Counties, 
California. This final revised designation therefore constitutes a 
reduction of 1,453 ac (588 ha) from our 19,746 ac (7,990 ha) proposed 
revised designation of critical habitat for the Bay checkerspot 
butterfly published on August 22, 2007.

  <title><![CDATA[  Endangered and Threatened Wildlife and Plants; Final Rule ]]></title>

  <description><![CDATA[ We, the U.S. Fish and Wildlife Service (Service), hereby 
remove the Virginia northern flying squirrel (Glaucomys sabrinus 
fuscus), now more commonly known as the West Virginia northern flying 
squirrel (WVNFS), from the List of Threatened and Endangered Wildlife 
due to recovery. This action is based on a review of the best available 
scientific and commercial data, which indicate that the subspecies is 
no longer endangered or threatened with extinction, or likely to become 
so within the foreseeable future. Habitat regeneration and recovery 
actions have resulted in a reduction in the threats, which has led to: 
(1) A significant increase in the number of known WVNFS captures and 
distinct capture locations; (2) verification of multiplegeneration 
reproduction and persistence throughout the range; (3) proven WVNFS 
resiliency; and (4) substantial improvement and continued expansion of 
suitable habitat rangewide.

  <description><![CDATA[ Pursuant to the National Environmental Policy Act of 1969, 42 
U.S.C. 4332(2)(c) the National Park Service (NPS) announces the 
availability of a Draft Environmental Impact Statement (DEIS) for the 
Draft General Management Plan (GMP) for Fort Stanwix National Monument, 
located in the city of Rome, New York. Consistent with National Park 
Service rules, regulations, and policies, and the park's mission, the 
Draft GMP/EIS describes and analyzes two alternatives to guide the 
management and development of Fort Stanwix National Monument over the 
next 15 to 20 years. The alternatives incorporate various management 
prescriptions to ensure protection and enjoyment of the park's 
resources. The Draft GMP/EIS evaluates potential environmental 
consequences of implementing the alternatives. Impact topics include 
cultural and natural resources, visitor experience, park operations,  and the socioeconomic environment.</p><p>    NPS regional planning staff and staff at Fort Stanwix NM

permittees, and rightofway holders pay all fees for processing plans, 
applications, and permits electronically. This rule will aid industry 
in payment processing and reduce payment processing errors. This rule 
will improve MMS processing efficiency and facilitate the correction of 
industry payment errors. The MMS will not accept checks, money orders, 
or cashier's checks for payment of fees after the effective date of 
this final rule. The final rule also adjusts certain cost recovery fees 
for inflation.

Environmental Policy Act of 1969, is announcing the opportunity to 
provide additional comments on the water quality analysis portion of 
the Draft EIS. The original 60day comment period for the Draft EIS was 
scheduled to end on April 26, 2008 but was extended to June 13, 2008. 
Comments received during this period expressed a concern about the 
section addressing water quality analysis. In order to address these 
comments, an additional water quality analysis is being prepared for 
the Draft EIS. This analysis will augment and reinforce the existing 
analysis for the Draft EIS. Reclamation will continue to receive 
comments on the existing water quality portion of the Draft EIS while 
the additional analysis is performed.

  <description><![CDATA[ We, the U.S. Fish and Wildlife Service, propose changes in the 
regulations governing control of introduced migratory birds. The 
muscovy duck (Cairina moschata) occurs naturally only in southern 
Texas. It has been introduced in other locations, where it is 
considered an invasive species that sometimes creates problems through 
competition with native species, damage to property, and transmission 
of disease. We propose to revise 50 CFR part 21 to prohibit sale of 
muscovy ducks for hunting, and to allow their removal in locations in 
which the species does not occur naturally in the contiguous United 
States, Alaska, and Hawaii, and in U.S. territories and possessions. 
This will require a revision of Sec.  21.14 (permit exceptions for 
captivebred migratory waterfowl other than mallard ducks) and a 
revision of Sec.  21.25 (waterfowl sale and disposal permits), and the 
addition of Sec.  21.54, an order to allow control of muscovy ducks,

  <description><![CDATA[ We, the U.S. Fish and Wildlife Service, propose changes in the 
regulations governing control of depredating or introduced migratory 
birds. The purple swamphen (Porphyrio porphyrio) is not native to any 
State, and competes with native species. However, we have proposed to 
add it to the list of species protected under our Migratory Bird Treaty 
Act obligations because it does occur naturally in American Samoa. We 
propose to amend 50 CFR part 21 to allow removal of purple swamphens in 
the contiguous United States, Hawaii, Alaska, Puerto Rico, and the U.S. 
Virgin Islands.

Town of Wellfleet and the Town of Truro, and in cooperation with 
Massachusetts Coastal Zone Management, U.S. Fish and Wildlife Service, 
National Oceanic and Atmospheric Administration, and Natural Resources 
Conservation Service. In addition to satisfying the requirements and 
intent of the NEPA, this Environmental Impact Statement will also be 
developed in compliance with the Massachusetts Environmental Policy Act 
(MEPA) and thus will result in a combined Environmental Impact  Statement/Environmental Impact Report (EIS/EIR).</p><p>    The purpose of this project and EIS/EIR is to provide for the

Policy Act of 1969, as amended, the Bureau of Reclamation (Reclamation) 
proposes to prepare an Environmental Impact Statement (EIS) for the 
Odessa Subarea Special Study. The Washington Department of Ecology 
(Ecology) is a joint lead with Reclamation in the preparation of this 
Environmental Impact Statement which will also be used to comply with 
requirements of the Washington State Environmental Policy Act (SEPA).
</p><p>    The purpose of Reclamation's Odessa Subarea Special Study is to 
evaluate alternatives that would deliver project water from the 
Columbia Basin Project (CBP) to lands currently using groundwater for 
irrigation in the Odessa Ground Water Management Subarea. The Study is 
needed to fulfill the obligation Reclamation made in a Memorandum of 
Agreement between the State of Washington (State) and the Project 
irrigation districts in December 2004, which included cooperating on a

</p><p>    The South Coast Conduit (SCC)/Upper Reach Project involves 
installation of a second water pipeline for improving water supply 
reliability to Cachuma Project (CP) and State Water Project (SWP) 
customers on the south coast of Santa Barbara County. This draft EIS/
EIR addresses changes to the physical, natural, and human environment 
that would occur as a result of installing and operating the second 
pipeline.

result of the Record of Decision on the Operation of Glen Canyon Dam 
Final Environmental Impact Statement to comply with consultation

1992. The AMP includes a federal advisory committee (AMWG), a technical 
work group (TWG), a monitoring and research center, and independent 
review panels. The AMWG makes recommendations to the Secretary of the 
Interior concerning Glen Canyon Dam operations and other management 
actions to protect resources downstream of Glen Canyon Dam consistent 
with the Grand Canyon Protection Act. The TWG is a subcommittee of the 
AMWG and provides technical advice and recommendations to the AMWG.

effects of a proposed project by NorthWestern Energy to build and 
operate a new 500 kV electric transmission line requiring a special use  permit, rightofway grant, and/or temporary use permit for <br/>
construction, operation, and maintenance of a 500kV electric 
transmission line and associated substation, including new access 
roads. The transmission line is known as the Mountain States 
Transmission Intertie (MSTI) Project. NorthWestern Energy's three 
project alternatives range from 390 to 430 miles in length, but 
additional alternatives or variations on alternatives may be developed 
through the environmental review process. Alternatives for the proposed 
transmission line would pass over private, state, and federally managed

  <title><![CDATA[  Draft Comprehensive Conservation Plan for Nine Wetland Management  Districts, North Dakota]]></title>

  <description><![CDATA[ We, the U.S. Fish and Wildlife Service (Service) announce that 
our Draft Comprehensive Conservation Plan (CCP) and Environmental 
Assessment (EA) for the nine Wetland Management Districts (Districts) 
is available. The nine Districts include Arrowwood, Audubon, Chase 
Lake, Crosby, Devils Lake, J. Clark Salyer, Kulm, Lostwood, and Valley 
City Districts, located throughout the State of North Dakota. This 
Draft CCP/EA describes how the Service intends to manage these 
Districts for the next 15 years.

  <title><![CDATA[   Notice of Intent To Prepare a Special Resource Study of the  River Raisin Battlefield in Monroe, MI]]></title>

  <description><![CDATA[ Pursuant to Section 102(2)(C) of the National Environmental 
Policy Act of 1969 (42 U.S.C. 4332(2)(C)), the National Park Service 
(NPS) is announcing its intent to prepare an Environmental Impact 
Statement (EIS) for a Special Resource Study (SRS) of the River Raisin 
Battlefield. Public Law 109429, passed on December 20, 2006, directed 
the Secretary of the Interior to conduct an SRS of sites in Monroe 
County, Michigan, relating to the Battles of the River Raisin on  January 18 and 22, 1813, and their aftermath.</p><p>    To facilitate sound planning and environmental assessment, the NPS 
intends to gather information necessary for the preparation of an BIS 
and obtain suggestions and information from other Agencies and the 
public on the scope of issues to be addressed in the 515. Comments and 
participation in this scoping process are invited. Participation in the 
planning process will be encouraged and facilitated by various means, 
including newsletters and open house meetings. The NPS will conduct

90day finding on a petition to list the northern snakehead fish 
(Channa argus) as endangered under the Endangered Species Act of 1973, 
as amended (Act). We find that the petition does not present 
substantial scientific or commercial information indicating that 
listing this species under the Act may be warranted. We will not 
initiate a status review in response to this petition and, 
consequently, will not consider the designation of critical habitat as 
petitioned.
