  <title><![CDATA[  Airworthiness Directives; Dowty Propellers Models R354/4-123-F/ 13; R354/4-123-F/20; R354/4-123-F/21; R375/4-123-F/21;]]></title>

  <description><![CDATA[ We propose to adopt a new airworthiness directive (AD) for the 
products listed above. This proposed AD results from mandatory 
continuing airworthiness information (MCAI) issued by the European 
Aviation Safety Agency (EASA) to identify and correct an unsafe 
condition on Dowty Propellers models R354/4123F/13; R354/4123F/20; 
R354/4123F/21; R375/4123F/21; R389/4123F/25; R354/4123F/26; and 
R390/4123F/27 propellers. The MCAI describes the unsafe condition as:
</p><p>    A number of propeller blade outer sleeves have been found with 
cracks since 1996. Testing has shown that blade retention integrity 
is not affected by this cracking. However, this condition, if not 
detected and corrected, can lead to blade counterweight release, 
possibly resulting in damage to the aircraft and injury to occupants  or persons on the ground.<br/>
We are proposing this AD to prevent blade counterweight release, which 
could result in injury or damage to the airplane.

  <title><![CDATA[  Airworthiness Directives; Eurocopter France Model AS355E, F, F1,  F2, and N Helicopters]]></title>

  <description><![CDATA[ This document revises an earlier proposed superseding 
airworthiness directive (AD) for the specified Eurocopter France (ECF) 
model helicopters. That AD currently requires certain checks of the 
magnetic chip detector plug (chip detector) and the main gearbox (MGB) 
oilsight glass, certain inspections of the lubrication pump (pump), 
and replacing the MGB and the pump with an airworthy MGB and pump, if 
necessary. Also, the AD requires that before a pump or MGB with any 
hours timeinservice (TIS) can be installed, it must meet the AD 
requirements. The earlier proposed superseding AD proposed retaining 
those requirements but proposed adding all serialnumbered pumps to the 
applicability. This supplemental proposal is prompted by an improved 
procedure for detecting oil pump wear earlier and is considered more 
accurate than the procedure proposed previously. The actions specified 
by the proposed AD are intended to implement improved procedures to 
detect a failing MGB oil pump, to prevent failure of the M<script type="text/javascript">

  <title><![CDATA[  Request for Applications for the Federal Motor Carrier Safety  Administration Medical Review Board]]></title>

  <description><![CDATA[ FMCSA solicits applications from interested physicians to 
serve on the Agency's Medical Review Board (MRB). The MRB, authorized 
by the Safe, Accountable, Flexible, Efficient Transportation Equity 
Act: A Legacy for Users (SAFETEALU), provides scientific advice to the 
Secretary of Transportation (the Secretary) and the FMCSA Administrator 
on medical issues relating to the physical qualification standards for 
commercial motor vehicle (CMV) drivers. In 2006, the Secretary 
appointed five physicians for 2year terms to serve on the MRB. In 
2008, the Secretary reappointed the physicians to the MRB, with the 
chairperson currently serving a 2year term, and the other four members 
serving staggered 1year terms. In 2009, the Secretary will appoint 
three new members to a 2year term, and reappoint one of the current 
members to a 1year term to ensure the MRB will operate continuously 
with five active members. As a result, the chairperson's and one of the 
members' terms will expire in 2010 and the other three m<script type="text/javascript">

  <description><![CDATA[ FMCSA announces its decision to renew the exemptions from the 
vision requirement in the Federal Motor Carrier Safety Regulations for 
58 individuals. FMCSA has statutory authority to exempt individuals 
from the vision requirement if the exemptions granted will not 
compromise safety. The Agency has concluded that granting these 
exemption renewals will provide a level of safety that is equivalent 
to, or greater than, the level of safety maintained without the 
exemptions for these commercial motor vehicle (CMV) drivers.

  <title><![CDATA[  Reappointment of Representatives to the Unified Carrier  Registration Agreement Board of Directors]]></title>

  <description><![CDATA[ FMCSA announces the reappointment of four Directors who serve 
on the Board of Directors that governs the Unified Carrier Registration 
(UCR) Agreement as the representatives from each of the four FMCSA  service areas. The Safe, Accountable, Flexible, Efficient <br/>
Transportation Equity Act: A Legacy for Users (SAFETEALU) created the 
UCR Agreement. Under the UCR Agreement, forhire and private motor 
carriers, brokers, freight forwarders, and leasing companies provide 
registration and financial responsibility information and pay certain 
fees. The UCR Agreement replaced the Single State Registration System 
(SSRS), which was repealed January 1, 2007.

  <description><![CDATA[ Notice is hereby given that the U.S. Maritime Administration 
is issuing a Draft Programmatic Environmental Assessment (EA) for the 
Removal of NonRetention Vessels from National Defense Reserve Fleet 
(NDRF) Sites for Disposal. The Draft EA has been prepared pursuant to 
the National Environmental Policy Act of 1969 (NEPA) (U.S.C. 4231 et 
seq.) in accordance with the Council on Environmental Quality (CEQ) 
regulations for implementing the procedural provisions of NEPA (40 CFR 
15001508). The Maritime Administration invites comments on the Draft  EA.</p><p>    The purpose of the Programmatic EA is to evaluate the potential 
environmental impacts from and alternatives to the Removal of Non
Retention Vessels from National Defense Reserve Fleet Sites for
