Service Rules for Advanced Wireless Services in the 1915-1920  MHz, 1995-2000 MHz, 2155-2175 MHz, and 2175-2180 MHz]]></title>

  <description><![CDATA[ In this document, we seek comment on service rules for 
licensed fixed and mobile services, including Advanced Wireless 
Services (AWS), in the 19151920 MHz, 19952000 MHz, 21552175 MHz, and 
21752180 MHz bands. We seek comment on rules for licensing this newly 
designated spectrum in a manner that will permit it to be fully and 
promptly utilized to bring advanced wireless services to American 
consumers. Our objective is to allow for the most effective and 
efficient use of spectrum in this band, while also encouraging 
development of robust wireless broadband services. We propose to apply 
our flexible, marketoriented rules to the band in order to meet this 
objective.

Public Information Collection Requirement Submitted to OMB for  Review and Approval, Comments Requested]]></title>

  <description><![CDATA[ The Federal Communications Commission, as part of its 
continuing effort to reduce paperwork burden, invites the general 
public and other Federal agencies to take this opportunity to comment 
on the following information collection, as required by the Paperwork 
Reduction Act of 1995, Public Law 10413. An agency may not conduct or 
sponsor a collection of information unless it displays a currently 
valid control number. No person shall be subject to any penalty for 
failing to comply with a collection of information subject to the 
Paperwork Reduction Act (PRA) that does not display a valid control 
number. Comments are requested concerning (a) whether the proposed 
collection of information is necessary for the proper performance of 
the functions of the Commission, including whether the information 
shall have practical utility; (b) the accuracy of the Commission's 
burden estimate; (c) ways to enhance the quality, utility, and clarity

Notice of Suspension and Initiation of Debarment Proceedings;  Schools and Libraries Universal Service Support]]></title>

  <description><![CDATA[ The Enforcement Bureau gives notice of Mr. William Holman's 
suspension from the schools and libraries universal service support 
mechanism (or ``ERate Program''). Additionally, the Bureau gives 
notice that debarment proceedings are commencing against him. Mr. 
Holman, or any person who has an existing contract with or intends to 
contract with him to provide or receive services in matters arising out 
of activities associated with or related to the schools and libraries 
support, may respond by filing an opposition request.
